Also , credit ratings companies charge money to issue the ratings and even listed companies stop furnishing data ( to avoid the effort needed in collecting the data) ,when they are no longer looking to raise cash and hence do not need the rating . That itself does not mean that the promoters are hiding bad stuff .If they had already decided to shutdown the business, its very normal to stop doing things and let the lapses happen .Until last year , winding down a company officially took a lot of time effort because of Indian laws .
But , you are right that railways is a sector where things are mostly shady …its just nature of the beast . No point expecting top class CG compliance in a company from this sector and this size .Its inherently risky ….
